Chapter ______(SB 644) of the Acts of 1992

SECTION 20. AND BE IT FURTHER ENACTED, That notwithstanding any
other provision of law, for Fiscal Year 1993 only:

(a)     The State Secretary of Transportation shall transfer the balance as of June 30,
1992 in the Driver's Education Account as established under § 16-508 of the
Transportation Article and any additional revenues that accrue to this account during
Fiscal Year 1993 as follows:

(1)      [$1,400,000 to a special fund,] $2,710,000 to the Maryland Emergency
Medical System Operations Fund[, with $1,400,000 of that amount] for the State Fire,
Rescue, and Ambulance Fund for the counties, which may only be expended by approved
budget amendment for the sole purpose of providing additional funds to be distributed in
accordance with the provisions of Article 38A, §§ 45A through 45D of the Code
PROVIDED THAT THE TOTAL APPROPRIATION FOR STATE AID FOR LOCAL
FIRE, RESCUE, AND AMBULANCE SERVICES MAY NOT EXCEED $4,950,000
FOR FISCAL YEAR 1993; and

(2)     the balance to the General Fund.

(b)     The budget amendment required under subsection (a)(1) of this section does
not require the approval of the Legislative Policy Committee of the General Assembly.

SECTION 2. AND BE IT FURTHER ENACTED, That, notwithstanding any other
provision of law, and subject to the provisions of this section, on June 1, 1992, the terms
of the members of the Washington Suburban Transit Commission shall end, and the
membership of the Commission shall be appointed in accordance with the provisions of
this Act. Each member serving on the Commission on the effective date of this Act shall
continue to serve until a successor is appointed and qualifies. This Act may not be
construed to prevent the appointment of a member of the Commission serving on the
effective date of this Act to a new term in accordance with this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That, notwithstanding the
provisions of § 13-618(c) of the Transportation Article, the Chesapeake Bay
Commemorative Plate Program may be extended for an additional two years.

SECTION 4. AND BE IT FURTHER ENACTED, That, notwithstanding any
requirements of Division II of the State Finance and Procurement Article, the
procurement of consultant services for the magnetic levitation study shall be made on an
expedited basis and not be subject to the requirements of Division II of the State Finance
and Procurement Article.

SECTION 5. AND BE IT FURTHER ENACTED, That, it is the intent of the
General Assembly that the Department of Transportation should, to the greatest extent
possible, structure the mandatory multi-year registration program so as to allow an
individual or family owning more than one currently registered vehicle to delay the
