mental health, addiction treatment, and developmental
disabilities facilities. The funds appropriated for this purpose
shall be administered in accordance with Sections 24-601

(B) Federally Qualified Health Centers Grant Program. Provide
grants to acquire, design, construct, renovate, convert, and
equip buildings to be used as Federally Qualified Health

(Baltimore City)
(A) New Forensic Medical Center. Provide funds to complete design
of the new Forensic Medical Center and construct associated
infrastructure improvements. Further provided that it is the
intent of the General Assembly that the funds necessary to
complete the construction of the new Forensic Medical Center
for the Office of the Chief Medical Examiner be appropriated in
fiscal 2009........................................................................................ 1,915,000

(A) New Maximum Security Wing. Provide funds to complete
design and construct a new Maximum Security Wing including
the replacement of an existing chiller and security system,
provided that notwithstanding Section 6 of this Act, work may
commence on this project prior to appropriation of all the funds

DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONAL SERVICES
Provided that the Department of Public Safety and Correctional
Services shall submit a report to the General Assembly no later
than October 1, 2007, providing a detailed plan for closing the
Maryland House of Correction (MHC) to all inmates within the
next 18 months. At a minimum, the report shall include:
(1) a comprehensive plan for transferring inmates of all
security levels currently housed at MHC to other
institutions in order to completely close the facility,
