(xi) one representative of an organization of residential property
owners
a financial services organization; and

(x) (xii) one public member at large.

(c)     The Study Commission shall elect a chairman from among its members.

(d)     The Department of Legislative Services shall provide staff for the Study
Commission.

(e)     A member of the Study Commission:

(1)     may not receive compensation; but

(2)     is entitled to reimbursement for expenses under the Standard State
Travel Regulations, as provided in the State budget.

(f)      The Study Commission shall:

(1)     examine Title 10, Subtitle 6 of the State Government Article relating
to the public's access to public records;

(2)     review § 10-616 of the State Government Article assessing
elimination or a sunset date for provisions that are obsolete or will become obsolete in
the near future; and

(3)     consult with a Judiciary liaison designated by the Chief Judge of the
Court of Appeals of Maryland on a recent study conducted by the Judiciary on public
access to court records and the results of the study; and

(3) (4) make recommendations and propose legislation to effectuate its
findings.

(g)     The Study Commission shall report its recommendations and proposed
legislation to the Governor and, in accordance with § 2-1246 of the State Government
Article, the General Assembly, on or before November December 1, 2004.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2004. It shall remain effective for a period of 5 6 months and, at the end of
November 30 December 31, 2004, with no further action required by the General
Assembly, this Act shall be abrogated and of no further force and effect.
