ROBERT L. EHRLICH, JR., Governor                             Ch. 452

(D)     ANY A HOSPITAL OR ANY HOSPITAL EMPLOYEE, INCLUDING PHYSICIANS,
NURSES, AND OTHER MEDICAL STAFF, THAT ARE DIRECTLY AFFILIATED WITH A
BONA FIDE RELIGIOUS DENOMINATION, THAT INCLUDES AS AN INTEGRAL PART OF
IT
S BELIEFS AND PRACTICES THE TENET THAT BLOOD TRANSFER IS CONTRARY TO
THE MORAL PRINCIPLES THAT THE DENOMINATION CONSIDERS TO BE AN
ESSENTIAL PART OF ITS BELIEFS
A PHYSICIAN, NURSE, OR OTHER MEDICAL STAFF,
MAY NOT BE REQUIRED TO COLLECT CORD BLOOD IF THE COLLECTION OF CORD
BLOOD CONFLICTS WITH THE BONA FIDE RELIGIOUS PRACTICES AND BELIEFS OF
THE HOSPITAL OR HOSPITAL EMPLOYEE.

(E)     THIS SECTION MAY NOT BE CONSTRUED TO REQUIRE A HOSPITAL TO
ARRANGE FOR THE DONATION OF BLOOD EXTRACTED FROM UMBILICAL CORDS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2004.

(Senate Bill 381)

AN ACT concerning

State Agencies - Managing for Results

FOR the purpose of creating the Managing for Results Strategic Planning Committee;
providing for membership of the Committee; requiring the Secretary of Budget
and Management to
serve as chairperson of the Committee; requiring the
Committee to provide over
sight to certain agencies on developing and
implementing a managing for results agency strategic plan;
requiring the
Committee to develop and submit to the Governor, General Assembly, and the
Department of Budget and Management to develop a managing for results State
comprehensive plan on or before a certain date; requiring the Committee to
review a certain report and s
elect certain objectives and performance measures
on or before a certain date; requiring the Committee to meet at least twice a
year to evaluate the progress of certain State agencies in achieving the goals
developed in the managing for results State comprehensive plan;
requiring the
Committee Department to review and update certain goals, objectives, and
performance measures on a biennial basis; establishing the term of membership
for Committee members; authorizing a member of the Committee to receive
reimbursement for certain expenses; authorizing the Department to provide
certain staff support for the Committee; requiring the Committee to report on or
before a certain date to the Governor and General As
sembly on whether certain
objectives and performance measures arc adequate to measure certain goals, on
the progress of certain State agencie
s in achieving certain goals, and the reasons
why certain goals have not been achieved;
requiring certain State agencies to
select a certain number of goals in conjunction with the Department that are
compatible with the managing for results State comprehensive plan, or that are
