(A), Rental Housing Programs. Provide funds for rental housing
developments that serve low- and moderate-income

(B)     Partnership Rental Housing Program. Provide funds to be
credited to the Partnership Rental Housing Fund to be

interest rate mortgages with minimum down payments to low-
and moderate-income families. These funds shall be

(D)    Shelter and Transitional Housing Facilities Grant Program.
Provide grants to acquire, design, construct, renovate, and
equip facilities for homeless individuals and families. The funds
shall be administered in accordance with the Code of Maryland
Regulations (COMAR) 05.05.09 (Statewide).................................

Provided that beginning July 1, 2004, the Department of
Business and Economic Development shall establish separate
subprograms and cost centers through the State Budget and
Financial Management Information System for the Brownfields
Revitalization Incentive Program, and the Smart Growth
Economic Development Fund (One Maryland) contingent upon
the enactment of legislation to establish One Maryland, as a
