(10) OTHER APPROPRIATE CHANGES TO STRENGTHEN THE STATE
AGRICULTURAL PRESERVATION PROGRAM.
(H) ON OR BEFORE JUNE 1, 2004, THE TASK FORCE SHALL SUBMIT A REPORT
OF ITS FINDINGS AND RECOMMENDATIONS TO THE GOVERNOR AND, SUBJECT TO §
2-1246 OF THE STATE GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY.
(I) THE DEPARTMENT OF AGRICULTURE AND THE DEPARTMENT OF
PLANNING SHALL COORDINATE WITH OTHER STATE UNITS TO PROVIDE STAFF FOR
THE TASK FORCE.
SECTION 2. AND BE IT FURTHER ENACTED, That, subject to the approval
of the Governor, the same 18 members designated or appointed to serve on the Task
Force to Study the Maryland Agricultural Land Preservation Foundation in
accordance with Chapter 634 of the Acts of the General Assembly of 2000
automatically qualify to serve on the Task Force created by this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2002. It shall remain effective for a period of 2 years and, at the end of May
31, 2004, with no further action required by the General Assembly, this Act shall be
abrogated and of no further force and effect.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 838 - Abuse or Neglect of Vulnerable Adults - Degrees.
This bill establishes a felony of abuse or neglect of a vulnerable adult in the first
degree.
Senate Bill 516, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 838.
