AN ACT concerning
Vehicle Laws - Trailers and Semitrailers - Surge Brakes
FOR the purpose of authorizing a certain trailer or a certain semitrailer to be
equipped with surge brakes if the trailer or semitrailer is operated only
intrastate, meets certain gross vehicle weight rating standards, is not used to
transport certain goods or certain persons, is designed in a certain manner, and
complies with certain State and federal regulations under certain
circumstances;, requiring the Secretary of Transportation to adopt certain
regulations to be effective by a certain date; defining a certain term; providing
for the effective dates of this Act; and generally relating to the use of surge
brakes on certain trailers and semitrailers under certain circumstances.

(a) "Semitrailer" means, except as provided in subsection (b) of this section, a
vehicle that:
(1) Has no motive power;
(2) Is designed to carry people or property and to be towed by a motor
vehicle; and
