S.B. 51
(i) Determining what changes are needed to existing programs,
current scholarship programs, and funding mechanisms to better reflect and
accommodate the changing health care delivery environment and to improve quality
of care to meet the needs of patients; (ii) Facilitating career advancement within nursing; (iii) Identifying more accurately specific shortage areas in a more timely manner; (iv) Attracting middle and high school students into nursing as a career; [and] (v) IDENTIFYING A TECHNOLOGY DRIVEN POINT OF CARE
APPLICATION, IN CONSULTATION WITH AN INDIVIDUAL WITH EXPERTISE IN
TECHNOLOGY DRIVEN POINT OF CARE APPLICATIONS,
TO: 1. MAXIMIZE NURSING PRODUCTIVITY AND INCREASE THE
QUALITY OF PATIENT CARE; AND 2. IMPROVE THE WORK ENVIRONMENT INFRASTRUCTURE
IN HEALTH CARE FACILITIES; AND (VI) Projecting a more positive and professional image of nursing; and (4) Serve as an advisor to public and private entities to facilitate
implementation of the recommendations of the Commission. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2002. It shall remain effective for a period of 7 months and 10 days and, at the
end of January 10, 200
3, with no further action required by the General Assembly,
this Act shall be abrogated and of no further force and effect.

vetoed Senate Bill 51 - Motor Vehicle Administration - Chesapeake Bay
Commemorative License Plate Program - Extension. This bill extends the Chesapeake Bay Commemorative License Plate Program for five
years, from July 1, 2002 to July 1, 2007. House Bill 117, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 51.
