(B) THE PRESIDENT OF MORGAN STATE UNIVERSITY SHALL MAY:
(1) SELECT AND APPOINT A DISTINGUISHED SCHOLAR TO FILL THE
CLARENCE W. BLOUNT CHAIR FOR A TERM OF NOT MORE THAN 2 YEARS;
(2) ESTABLISH AN ANNUAL SALARY OF $100,000 PER YEAR FOR THE
DISTINGUISHED SCHOLAR POSITION; AND
(3) ESTABLISH THE EMPLOYMENT CONTRACT TERMS AND CONDITIONS
FOR THE DISTINGUISHED SCHOLAR POSITION.
(C) THE GOVERNOR SHALL INCLUDE IN THE BUDGET BILL FOR EACH FISCAL
YEAR A GENERAL FUND APPROPRIATION IN AN AMOUNT SUFFICIENT TO FUND THE
SALARY ESTABLISHED IN SUBSECTION (B) OF THIS SECTION MORGAN STATE
UNIVERSITY MAY FUND THE COSTS ASSOCIATED WITH THE POSITION AUTHORIZED
UNDER SUBSECTION (A) OF THIS SECTION WITH STATE MATCHING FUNDS PROVIDED
UNDER THE PRIVATE DONATION INCENTIVE PROGRAM ESTABLISHED IN § 17-302 OF
THIS ARTICLE;
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2003.

AN ACT concerning
Juvenile Causes - Children in Need of Assistance - Termination of
Permanency Plan Review
FOR the purpose of providing that unless the court finds good cause, a custody and
guardianship case shall be terminated after the court grants custody and
guardianship of the child to a relative or other individual; providing that if the
court finds good cause to not terminate a case, the court shall conduct a review
hearing every certain number of months until the case is terminated; providing
for the application of this Act; and generally relating to children in need of
assistance and permanency plan review.
