(a) (1) In every county, one or more judges shall be assigned specially to
handle cases arising under this subtitle and Subtitle 8A of this title.
(2) [Except as provided in paragraph (3) of this subsection, the] THE
assignment shall be made by the circuit administrative judge, subject to the approval
of the Chief Judge of the Court of Appeals.
(3) [In Montgomery County, the assignment shall be made by the Chief
