Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 41 - Caroline County - Adkins Arboretum Loan for 2001.

This bill amends Chapter 231 of the Acts of the General Assembly of 2001, the
Caroline County - Adkins Arboretum Loan of 2001, to extend the time by which the
Board of Trustees of Adkins Arboretum, Ltd. must provide a matching fund to June 1,
2005.

Senate Bill 459, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 41.

AN ACT concerning

Caroline County - Adkins Arboretum Loan of 2001

FOR the purpose of amending Chapter 231 of the Acts of the General Assembly of
2001, the Caroline County - Adkins Arboretum Loan of 2001, to extend the time
by which the Board of Trustees of Adkins Arboretum, Ltd. must provide and
expend a matching fund to June 1, 2005.

BY repealing and reenacting, with amendments,

Chapter 231 of the Acts of the General Assembly of 2001
Section 1(5)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(5) Prior to the payment of any funds under the provisions of this Act for the
purposes set forth in Section 1(3) above, the grantee shall provide and expend a
matching fund. No part of the grantee's matching fund may be provided, either
directly or indirectly, from funds of the State, whether appropriated or
unappropriated. The fund may consist of real property, in kind contributions, or funds
