SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 2B - Alcoholic Beverages
9-102.
(b-3)(1) In Anne Arundel County, a Class A or Class D beer, beer and light
wine, or beer, wine and liquor license may not be issued except by way of renewal to
a person, corporation, or limited liability company holding an alcoholic beverage
license in any other state, or Washington, D.C.
(2) In Baltimore City, a Class A or Class D beer, beer and light wine, or
beer, wine and liquor license may not be issued except by way of renewal to a person,
corporation, or limited liability company holding an alcoholic beverage license in any
other state.
(3) In Baltimore County, a Class A or Class D beer, beer and light wine,
or beer, wine and liquor license may not be issued, except by way of renewal, to a
person, corporation, or limited liability company holding an alcoholic beverages
license in any other state or in Washington, D.C.
(4) IN CALVERT COUNTY AND ST. MARY'S COUNTY, A CLASS A OR CLASS D
BEER, BEER AND LIGHT WINE, OR BEER, WINE AND LIQUOR LICENSE MAY NOT BE
ISSUED, EXCEPT BY WAY OF RENEWAL, TO A PERSON, CORPORATION, OR LIMITED
LIABILITY COMPANY HOLDING AN ALCOHOLIC BEVERAGES LICENSE IN ANY OTHER
STATE OR IN WASHINGTON, D.C.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2003.

AN ACT concerning
Motor Vehicle Law - Railroad Grade Crossing Violations and Penalties
FOR the purpose of establishing certain violations for operators of commercial motor
vehicles and their employer related to railroad grade crossings; requiring the
Motor Vehicle Administration to disqualify an individual who is convicted of
certain violations from driving a commercial motor vehicle for a certain period of
