public school employees in a unit of the county on all matters that relate to salaries,
wages, hours, and other working conditions. (2) In Montgomery County, [notwithstanding any agreement in effect on
June 1, 1978 which excludes substitute teachers, and without affecting any other part
of such an agreement,] the exclusive negotiating agent for the public school
employees in a unit and the public school employer shall meet and negotiate under
this section the salaries, wages, hours, and other working conditions of all persons
actually employed as substitute teachers OR HOME AND HOSPITAL TEACHERS. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2000. Approved April 25, 2000.

(House Bill 1251) AN ACT concerning Calvert County - Special Taxing Districts - Developing and Financing Infrastructure Improvements FOR the purpose of authorizing Calvert County to exercise certain powers concerning
the creation of special taxing districts, the levying of certain taxes, and the
issuing of certain bonds for developing and financing certain infrastructure
improvements under certain circumstances; and generally relating to the
authority of Calvert County to create special taxing districts for developing and
