(VI) 1 SHALL BE AN INDIVIDUAL WHO HOLDS A SPECIAL DUTY
LICENSE OR IS CERTIFIED FOR SPECIAL DUTY ASSIGNMENTS.
(3) The Governor shall appoint each member under paragraph (2)(iii),
(iv); [and] (v), AND (VI) of this subsection with the advice of the Secretary.
11-401.
(a) Except as otherwise provided in this subtitle, an individual shall be
licensed by the Board before the individual may provide pilotage in the State:
(b) An individual may provide pilotage to a vessel in distress until a licensed
pilot comes on board and offers to provide pilotage.
(e) AN INDIVIDUAL MAY NOT PROVIDE PILOTAGE FOR A SPECIAL DUTY
ASSIGNMENT UNLESS THE INDIVIDUAL HOLDS:
(1) A SPECIAL DUTY LICENSE ISSUED UNDER § 11-403.1 OF THIS
SUBTITLE; OR
(2) A LICENSE AND A SPECIAL DUTY ASSIGNMENT CERTIFICATION
ISSUED UNDER § 11-404 OF THIS SUBTITLE.
(D) A person who provides pilotage without a license is liable for any damages
that result.
11-402.
Subject to the provisions of this subtitle, the Board may issue;
(1) a license;
(2) a 37-foot draft limited license;
(3) a 34-foot draft limited license; [and]
(4) a 28-foot draft limited license; AND
(5) A SPECIAL DUTY LICENSE.
11-403.1.
TO QUALIFY FOR A SPECIAL DUTY LICENSE, AN APPLICANT SHALL:
(1) BE AT LEAST 18 YEARS OLD;
(2) (I) BE A FULL-TIME DOCKING MASTER WHO, ON OR BEFORE
JANUARY 1, 2000;
(I) 1. MEETS THE REQUIREMENTS OF THIS SECTION; AND
(II) 2. HAS PERFORMED A SPECIAL DUTY ASSIGNMENT;
1. A. FOR AT LEAST 500 VESSELS IN THE PORT OF
BALTIMORE AFTER JANUARY 1, 1995; AND
