(A) Public School Construction. Provide funds to construct public
school buildings and public school capital improvements in
accordance with Sections 5-301 through 5-303 of the Education
Article, provided that by June 1, 2000, the State Superintendent
of Schools shall make a determination on whether there is
sufficient progress in building renovation in the three schools
under State reconstitution, including the electrical system
upgrade and the wiring for voice, video, and data to allow
Edison Schools, Inc., to be ready for students and staff by August
1, 2000. If sufficient progress has not been made, the State
Superintendent of Schools, after submitting a report to the
budget committees, is authorized to conduct emergency
procurements consistent with Code of Maryland Regulations
(COMAR) and I or through existing State contracts to complete
the building renovations. Authorization is hereby given to
transfer the appropriate amount of funds associated with the
three schools under State reconstitution to the State Department
of Education for the building renovation at the schools if
necessary.
Further provided that the New Board of Baltimore City School
- 2695 -
