AN ACT to add new Article IV, Water Quality to Chapter 109, Environmental Control,
of the Harford County Code, as amended, to prohibit discharging significant
materials or pollutants to a County separate storm sewer or causing,
contributing to or creating a condition which may result in an illicit discharge to
a County separate storm sewer; to provide authority to order abatement and
correction of any pollution; to provide for enforcement, fines, charges and
damages and generally relating to water quality.

AN ACT to repeal and reenact with amendments Subsection J of Section 256-13,
Water and Sewer Plan, of Article I, General Provisions, of Chapter 256, Water
and Sewers, of the Harford County Code, as amended, to provide for the
adoption of the Spring, 1998 Master Water and Sewer Plan and to submit said
Plan to the Maryland Department of the Environment for its approval and
implementation pursuant to Title 9 of the Environment Article of the Maryland
Annotated Code.

Article I, Pensions, of Chapter 28, Fire, Ambulance & Rescue Organizations, of
the Harford County Code, as amended; to provide for an increase in the pension
of a volunteer under certain conditions; and generally relating to fire,
ambulance and rescue organizations.

169-1, Adoption; legal status, of Chapter 169, Master Plan, of the Harford
County Code, as amended; to provide for the adoption of the Historic
Preservation Element Plan as part of the Master Plan; and to further provide
that a copy of said Historic Preservation Element Plan, along with all
