(3) four cabinet-level Secretaries or their designees, appointed by the

Governor;

(4) the Administrator of the Division of State Documents or the
Administrator's designee;

(5) three members representing private industry regulated by the State,
appointed by the Governor; and

(6) three members of the general public who are active in regulatory
affairs, appointed by the Governor; and be it further

RESOLVED, That:

(1) the Governor shall appoint the chairman of the Task Force;

(2) eight members of the Task Force shall constitute a quorum;

(3) the Task Force shall determine the times and places for its meetings;
and 

(4) the Department of Legislative Services and the Division of State
Documents
shall provide staff support for the Task Force; and be it. further

RESOLVED, That units in the Executive Branch whose regulations may be
examined by the Task Force shall cooperate with the Task Force in the performance of
its responsibilities under this Joint Resolution; and be it further

RESOLVED, That a member of the Task Force:

(1) may not receive compensation; but

(2) is entitled to reimbursement for expenses under the Standard State
Travel Regulations as provided in the State budget; and be it further

RESOLVED, That on or before December 1, 2000, the Task Force shall submit a
report of its findings and recommendations to the Governor and, subject to § 2-1246
of the State Government Article, to the Legislative Policy Committee of the General
Assembly; and be it further

RESOLVED, That the Task Force shall terminate on December 1, 2000; and be
it further

RESOLVED, That a copy of this Resolution be forwarded by the Department of
Legislative Services to the Honorable Parris N. Glendening, Governor of Maryland;
the Honorable Thomas V. Mike Miller, Jr., President of the Senate of Maryland; and
the Honorable Casper R. Taylor, Jr., Speaker of the House of Delegates.
