General Fund Appropriation, provided that
$1,000,000 of this appropriation may be
transferred by budget amendment for
the purpose of planning a high speed
data network. Further provided that
$5,000,000 of this appropriation may
not be expended to design and
implement a statewide fiber optic
network to link existing computer
networks until a comprehensive plan
has been developed which addresses the
following;

(1) the justification of the project;

(2) an implementation plan including
an estimate of the time frame for
implementation; and

(3) the total cost and source of funds
for the project; and a report is
submitted to the budget committees
for review and comment, or 45 days
have elapsed from the date the
report is submitted.
