may only e expended for design planning, sitework,
construction and equipment for the Public Safety
Training Center located at the Martin Cross Complex
adjacent to the Springfield Hospital Center in Carroll
County, Maryland, in accordance with the approved
program plan., provided no funds can be expended
until a site has been selected.
