H.B. 1061

VETOES

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1061.

This bill establishes a nonprofit Maryland Health Care Foundation to promote public
awareness of the need to provide more timely and cost-effective health care to uninsured
Marylanders, and provide financial support to expand health care access to the
uninsured. A 19-member Board of Trustees will be responsible for the duties and
activities of the foundation. A trustee is entitled to reimbursement for expenses under the
standard State travel regulations as provided in the State budget, but may not receive
compensation.

Senate Bill 478, which was passed by the General Assembly and signed by me on April 29
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1061.

AN ACT concerning

Maryland Health Care Foundation

FOR the purpose of establishing a Maryland Health Care Foundation; establishing a
Board of Trustees of the Foundation; providing for the membership of the Board;
specifying the purposes, powers, and duties of the Foundation; requiring the
Foundation to deposit or invest money in a certain manner; exempting the
Foundation from certain provisions of law; defining certain terms; and generally
relating to the establishment of the Maryland Health Care Foundation.

BY adding to

Article - Health - General

Section 20-501 through 20-510, inclusive, to be under the new subtitle "Subtitle 5.

Maryland Health Care Foundation"

Preamble

WHEREAS, The number of uninsured individuals is growing both nationally and in
Maryland and the care provided to the uninsured is often delivered episodically in high
cost settings; and

WHEREAS, There are 39.4 million adults, constituting 17.3% of the U.S.
population, and 712,000 adults, constituting 17.2% of Maryland's population, who are
uninsured; and
