(4) One additional member (2) Four members of the Maryland House of
Delegates, appointed by the Speaker of the House; and
(5) (3) Four members appointed by the Governor.
(d) The Governor shall designate a chairman of the commission from the appointed
members.
(e) Staffing for the commission shall be provided by the Office of the Governor, the
Department of Fiscal Services, and the Department of Legislative Reference.
(f) The commission shall report the results of its study, including findings and
recommendations, to the Legislative Policy Committee, the Senate Finance Committee, and
the House Committee on Ways and Means, in accordance with § 2-1312 of the State
Government Article, on or before November 1, 1997.
SECTION 2. 5. AND BE IT FURTHER ENACTED, That this Act shall take effect
July June 1, 1997. It shall remain effective for a period of one year and, at the end of May 31.
1998, with no further action required by the General Assembly, this Act shall be abrogated and
of no further force and effect.

AN ACT concerning
State Personnel— Racing Employees - Additional Employees - Compensation and
Benefits
FOR the purpose of providing that certain employees of the State Racing Commission
shall be included in the skilled service of the State Personnel Management System;
providing that the employees shall be transferred without examination or further
qualification and without diminution of compensation or benefits; repealing certain
provisions of law requiring licensees who hold race meetings to make certain
payments relating to the certain employees transferred under this Act; of the State
Racing Commission; providing that certain employees shall receive a certain level of
compensation, rights, and benefits; and generally relating to employees of the State
Racing Commission.
