73.

(b) The Council shall have the following powers and duties:

(1) To make grants and awards from the Fund for motor vehicle theft
intervention programs, as provided in [§ 4-1604] § 74 of this subtitle;

(2) To solicit and accept funds, for deposit to the Fund, to be used to carry
out the purposes of this subtitle;

(3) To establish or assist in the establishment of programs designed to
reduce the incidence of vehicle thefts and related crimes;

(4) To identify priorities for theft prevention strategies in the State and
criteria for the Council's evaluation of recipients of assistance from the Council; and

(5) To study and propose laws that will further prevent and deter vehicle
thefts and related crimes.

Article - Transportation

13-507.

(a) (3) (ii) The fees collected under this paragraph shall be paid into the
Vehicle Theft Prevention Fund established under [Article 41, § 4-1604] ARTICLE 88B, §
74 of the Code. 

17-106.

(e) (2) (ii) The percentage of the penalties specified under subparagraph (i)
of this paragraph shall be distributed as follows:

1. $2,000,000 to the Vehicle Theft Prevention Fund established
under [Article 41, § 4-1604) ARTICLE 88B, § 74 of the Code;

2. The amount distributed to the Maryland Automobile
Insurance Fund in the prior fiscal year under the provisions of this subparagraph adjusted
by the change for the calendar year preceding the fiscal year in the Consumer Price Index
- All Urban Consumers - Medical Care as published by the United States Bureau of
Labor Statistics to the Maryland Automobile Insurance Fund; and

3. The balance to the General Fund.

Chapter 459 of the Acts of 1994

SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1994. [It shall remain in effect for a period of three six years and one day and, at
the end of July 1, 1997 2000. with no further action required by the General Assembly,
this Act shall be abrogated and of no further force and effect.]

SECTION 3. AND BE IT FURTHER ENACTED. That nothing in this Act affects
the term of office of a member of the Vehicle Theft Prevention Council. A person who is
