1997 LAWS OF MARYLAND

(2) REVIEWING THE EFFORTS OF OTHER STATES AND CITIES TO STUDY
AND ADDRESS THE PROBLEM;

(3) COLLECTING DATA AND DEVELOPING PUBLIC EDUCATIONAL
PROGRAMS TO COUNTERACT BIASED ANTI-ASIAN SENTIMENTS; AND

(4) EVALUATING AND RECOMMENDING, AS APPROPRIATE,
LEGISLATION, REGULATIONS, AND GUIDELINES TO ADDRESS THE PROBLEM.

(D) THE GOVERNOR SHALL DESIGNATE THE CHAIRPERSON OF THE TASK
FORCE.

(E) MEMBERS OF THE TASK FORCE SHALL SERVE WITHOUT COMPENSATION.

(F) THE GOVERNOR'S OFFICE OF ASIAN PACIFIC AMERICAN AFFAIRS, IN
COOPERATION WITH OTHER APPROPRIATE STATE AND LOCAL UNITS, SHALL
PROVIDE STAFF SUPPORT FOR THE TASK FORCE TO THE EXTENT POSSIBLE WITHIN
EXISTING BUDGETED RESOURCES.

(G) THE TASK FORCE SHALL ISSUE A FINAL REPORT OF ITS FINDINGS,
RECOMMENDATIONS, AND COMPREHENSIVE STRATEGY TO THE GOVERNOR AND,
SUBJECT TO § 2-1312 OF THE STATE GOVERNMENT ARTICLE TO THE GENERAL
ASSEMBLY ON OR BEFORE JANUARY 1. 1998.

(H) THIS SECTION SHALL BE NULL AND VOID AFTER JANUARY 1, 1998 WITH NO
FURTHER ACTION REQUIRED BY THE GENERAL ASSEMBLY.

SECTION 2. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly of Maryland that the Task Force to Study Anti-Asian Violence, which
was created by Chapter 311 of the Acts of 1995 and codified under Article 41, § 18-308 of
the Code, and which expired on January 1, 1997 without sufficient time to complete its
review, be reconstituted and continued by this Act and that the members and staff of the
prior Task Force to Study Anti-Asian Violence serve as the successor Task Force to
Study Anti-Asian Violence created by the enactment of this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.
