Amendment No. 6:

On page 77, beginning in line 18, add the following words "Provided that funds may
be transferred pursuant to an approved budget amendment to the State Department of
Education, Subcabinet Fund for the purpose of developing a broad range of services to
assist in returning children with special needs from out of state placements to Maryland,
to prevent out of state placements of children with special needs, to prevent unnecessary
out of home placements within Maryland, and to implement a statewide system of
interagency budgeting and funding."

Amendment No. 7:

Beginning on page 97, in line 31, and ending on page 98, in line 14, strike the words
"Provided" through "Education" and substitute the words "Provided that funds may be
transferred pursuant to an approved budget amendment to the State Department of
Education, Subcabinet Fund for the purpose of developing a broad range of services to
assist in returning children with special needs from out of state placements to Maryland,
to prevent out of state placements of children with special needs, to prevent unnecessary
out of home placements within Maryland, and to implement a statewide system of
interagency budgeting and funding."

Amendment No. 8:

On page 121, beginning in line 13, add the following words "And further provided
that funds may be transferred pursuant to an approved budget amendment to the State
Department of Education, Subcabinet Fund for the purpose of developing a broad range
of services to assist in returning children with special needs from out of state placements
to Maryland, to prevent out of state placements of children with special needs, to prevent
unnecessary out of home placements within Maryland, and to implement a statewide
system of interagency budgeting and funding."
