AN ACT to repeal and reenact with amendments Subsection J of Section 256-13, Water
and Sewer Plan, of Article I, General Provisions, of Chapter 256, Water and Sewers,
of the Harford County Code, as amended, to provide for the adoption of the Spring,
1995 Master Water and Sewer Plan and to submit said Plan to the Maryland
Department of the Environment for its approval and implementation pursuant to
Title 9 of the Environment Article of the Maryland Annotated Code.

AN ACT to add new Subsection H to Section 123-42, Business Tax Credits, of Article II,
Real Property Tax Credits, of Chapter 123, Finance and Taxation, of the Harford
County Code, as amended; to provide for a credit of the County property taxes for
land and improvements owned by Constar Plastics, Inc., located on Clark Road in
the Sixth Election District of Harford County; as originally described within the
deed referenced CGH, Liber 1390/folio 207, April 10, 1987 (a copy of the metes and
bounds description prepared by Frederick Ward Associates, Inc., on February 16,
1995, is attached hereto as Exhibit A); and to further provide for certain conditions
relating to the tax credit.

Vacancies; applications and examinations, of Article IV, Classified Service, of
Chapter 38, Personnel, of the Harford County Code, as amended, to provide for a
credit on examinations for eligible veterans; and generally relating to credits for
examinations.
