[(2)] (3) The containers may be returned and at the time of refill shall be
sealed by the pub-brewery licensee.

[(3)] (4) A holder of a Class 6 pub-brewery license in the City of Annapolis,
Anno Arundel County, Baltimore City, Baltimore County, or Charles County
, may not sell
malt beverages to any retail alcoholic beverages licensee in this State for the purpose of
a subsequent sale or distribution of that malt beverage under the retail license.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1300.

This bill allows the Clerk of the Circuit Court for Harford County to record an instrument
changing ownership of property if the County Treasurer endorses the instrument and is
accompanied by a complete State intake sheet and any survey. Transfer of ownership
shall be effective as of the recordation date.

Senate Bill 672, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1300.

AN ACT concerning

Real Property - Harford County - Recordation

FOR the purpose of providing that in Harford County recordation of instruments
affecting property by the Clerk of the Circuit Court may be done prior to transfer of
the property on the assessment records; providing for transfer of the property on
the assessment records; providing for formulation of certain procedures; and
generally relating to recordation of instruments in Harford County.
