C. FORWARD THE FINGERPRINTS THROUGH THE CRIMINAL
JUSTICE INFORMATION SYSTEM CENTRAL REPOSITORY OF THE DEPARTMENT OF
PUBLIC SAFETY AND CORRECTIONAL SERVICES FOR TRANSMITTAL TO THE
FEDERAL BUREAU OF INVESTIGATION FOR A NATIONAL CRIMINAL HISTORY
RECORDS CHECK; AND

2. APPLICANTS FOR LICENSE RENEWAL MAY NOT BE
SUBJECT TO THESE PROVISIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

AN ACT concerning

Community Services Reimbursement Rate Commission

FOR the purpose of establishing a Community Services Reimbursement Rate
Commission; specifying the membership, term, and duties of the Commission;
specifying the authority of the Secretary of Health and Mental Hygiene in regard to
the Commission; requiring the Commission to make certain assessments related to
certain reimbursement rates employed by the Department of Health and Mental
Hygiene, the Developmental Disabilities Administration, and the Mental Hygiene
Administration; requiring the Commission to submit a certain report to certain
persons; providing for the termination of this Act; defining certain terms; and
generally relating to the Community Services Reimbursement Rate Commission.

BY adding to

Article - Health - General

Section 13-801 through 13-810 to be under the new subtitle "Subtitle 8. Community
Services Reimbursement Rate Commission"

Preamble

WHEREAS, The State of Maryland has a responsibility to ensure that
community-based services for individuals with developmental disabilities and psychiatric
disabilities are of high quality and comply with all regulations; and

WHEREAS, The General Assembly is concerned that reimbursement rates for
community-based service providers funded by the Department of Health and Mental
Hygiene to serve individuals with developmental disabilities and psychiatric disabilities
may not be adequate to retain high quality direct care workers; and
