control agriculturally related nonpoint sources of pollution,
PROVIDED THAT ANY PART OF THIS APPROPRIATION
NOT ENCUMBERED FOR THE PURPOSES IDENTIFIED AS
OF JUNE 30, 1996 SHALL BE TRANSFERRED TO, AND
ADMINISTERED BY, THE DEPARTMENT OF
AGRICULTURE FOR GRANTS FOR PROJECTS TO
CONTROL AGRICULTURALLY RELATED NONPOINT
SOURCES OF POLLUTION UNDER TITLE 8, SUBTITLE 7
OF THE AGRICULTURE ARTICLE;
Chapter 131 of the Acts of the General Assembly of 1995
Section 1(3)
35.02.01 DIVISION OF CORRECTION - HEADQUARTERS
(A) Central Kitchen and Maintenance Facility. Provide funds to
acquire a building and land in the Jessup area and prepare
detailed plans to construct a new building or convert an existing
building to a Central Kitchen and Maintenance Facility, provided
that no funds may be expended:
(1) unless by [July 1, 1995] OCTOBER 1, 1996, the Department
of Public Safety and Correctional Services has submitted to
the budget committees the following reports:
(a) a master plan for correctional food services which
includes an analysis of privatization versus construction
of a central kitchen in the Baltimore/Jessup region;
(b) an approved program plan for a Jessup region
production kitchen, should this prove to be the most
efficient approach;
(c) justification for a central maintenance facility for the
Jessup correctional region;
(d) a phasing plan for the renovation of kitchens at
correctional facilities in the Baltimore/Jessup
correctional region;
(e) an inventory of all real property and structures to be
acquired or constructed for this project; and
(f) plans for the use of inmate labor in the operation of the
facility; and
(2) until the budget committees have reviewed and commented
upon the required documentation or 45 days have elapsed
from the date the last of these documents has been received
by the budget committees (Anne Arundel and/or Howard
