The General Assembly hereby authorizes the use
of any unspent general funds transferred from
the Women, Infants and Children Food
Program (32.06.02.05) for a permanent
"WIC" contingency reserve account within the
Dedicated Purpose Account.

90.01.03.01 Economic Development Opportunities

Program Fund

General Fund Appropriation, provided that in
addition to the limitations provided on use
of these funds as specified in § 7-314 of the
State Finance and Procurement Article,
these funds shall be used only to promote
statewide or local economic development
strategies and objectives having substantial
economic impact. Upon request to the
Legislative Policy Committee for use of
these funds, supporting documentation, to
the extent appropriate, shall indicate:

(1)    the period of time required to recoup the
state's investment;

(2)    the number and type of jobs that will be
retained or created;

(3)    the long-term economic impact to the
state and affected local jurisdictions; and
