CERTIFICATIONS

The minutes of the meeting of the Board of County Commissioners of July 19, 1994
reflect a vote by the Commissioners to raze the building. Thus, the Board never requested
that the issue be placed before the citizens at the November ballot.

Because the issue was never presented to the Dorchester County Board of
Supervisors of Elections, no referendum was held.
