HARFORD COUNTY

Article, and 38-25.1, Participation by County Executive in Private Occupation for
Compensation, both of Article III, Code of Ethics, and all of Chapter 38, Personnel,
of the Harford County Code, as amended; to transfer, with amendments, Article II,
Public Disclosure, and Article III, Code of Ethics, of Chapter 38, Personnel, to new
Chapter 23, Ethics Code, of the Harford County Code, as amended; to establish a
revised ethics code for County officials and employees; to revise the ethics and
financial disclosure requirements which apply to County officials and employees; to
revise the lobbyist registration and reporting requirements; to alter the membership,
duties, powers, and procedures of the Board of Ethics; to establish certain
requirements and prohibitions regarding current and former County officials and
employees; to allow exemptions to certain requirements under certain conditions; to
increase the number of County officials and employees covered by financial
disclosure provisions; to alter the information that must be included in financial
disclosures; to alter the provisions concerning enforcement and penalties for
violations of the ethics and financial disclosure provisions; and generally relating to
an ethics code for County officials and employees.

AN ACT to repeal and to re-enact, with amendments, Subsection A-3, Heading
Chesapeake Bay Critical Area Management Program, of Section 169-1 as enacted
by Bill 90-39, as amended, Heading Adoption; Legal Status, of Chapter 169,
Heading, Master Plan of the Harford County Code, as amended to provide for a
change to Chapter 2, Section E. 2. b., General Policies of the program, and to
further provide that the Chesapeake Bay Critical Area Management Program, along
with the amended Land Use Management Area Maps and all other maps and
appendices which are attached hereto and made a part hereof as though it were
fully stated herein, remains in all other respects unchanged.

AN ACT to repeal and reenact with amendments Subsection J of Section 256-13, Water
and Sewer Plan, of Article I, General Provisions, of Chapter 256, Water and Sewers,
of the Harford County Code, as amended, to provide for the adoption of the Fall,
1994 Master Water and Sewer Plan and to submit said Plan to the Maryland
Department of the Environment for its approval and implementation pursuant to
Title 9 of the Environment Article of the Maryland Annotated Code.
