SECTION 9. AND BE IT FURTHER ENACTED, That the Governor may transfer
any related administrative functions and employees of the Department of Economic and
Employment Development to the Department of Labor, Licensing, and Regulation as
necessary to carry out the provisions of this Act.

SECTION 10. AND BE IT FURTHER ENACTED, That, except as otherwise
expressly provided in this Act, nothing in this Act affects the term of office of an
appointed member of any board, commission, committee, or other agency or unit, and a
person who is a member of such a unit on the effective date of this Act shall remain a
member of that unit or, as the case may be, shall become a member of any successor unit
for the balance of the term to which the person was appointed, unless the person sooner
dies, resigns, or is removed pursuant to law.

SECTION 11. AND BE IT FURTHER ENACTED, That, except as expressly
provided to the contrary in this Act, any transaction affected by or flowing from any
statute here amended, repealed, or transferred, and validly entered into before the
effective date of this Act and every right, duty, or interest flowing from it remains valid
after the effective date of this Act and may be terminated, completed, consummated, or
enforced pursuant to law.

SECTION 12. AND BE IT FURTHER ENACTED, That, except as otherwise
provided in this Act, all permits and licenses, applications for permits and licenses, rules
and regulations, proposed rules and regulations, standards and guidelines, orders and
other, directives, forms, plans, memberships, special funds, appropriations, grants,
applications for grants, contracts, property, investigations, administrative and judicial
proceedings, rights to sue and be sued, and all other duties and responsibilities associated
with those functions transferred by this Act shall continue in effect under the Secretary of
Business and Economic Development or the Secretary of Labor, Licensing, and
Regulation, or the appropriate board, council, or other unit within the Departments, until
completed, withdrawn, canceled, modified, or otherwise changed pursuant to law.

SECTION 13. AND BE IT FURTHER ENACTED, That all bonds, notes, bond
anticipation notes, notes in the nature of commercial paper, or other instruments,
certificates or evidence of indebtedness or obligation heretofore issued by the
Department of Economic and Employment Development, or any division, agency,
authority, body corporate or politic, or public instrumentality within or under the
Department of Economic and Employment Development, or issued on behalf of the
Department or the State by any of the foregoing, are hereby declared to be valid, legal,
binding and enforceable obligations to the extent of the obligation as provided in any such
bonds, notes, instruments, certificates or evidences of indebtedness and the proceedings
relating to the issuance thereof.

SECTION 14. AND BE IT FURTHER ENACTED, That if any provision of this
Act or the application thereof to any person or circumstance is held invalid for any reason
in a court of competent jurisdiction, the invalidity does not affect other provisions or any
other application of this Act which can be given effect without the invalid provisions or
application, and for this purpose the provisions of this Act are declared severable.

SECTION 15. AND BE IT FURTHER ENACTED, That:
