SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 83B - Department of Housing and Community Development
5-631.
(A) THIS SECTION DOES NOT APPLY TO PROPERTY LISTED ON THE NATIONAL
REGISTER OF HISTORIC PLACES OR THE MARYLAND REGISTER OF HISTORIC PLACES
OR PROPERTY OTHERWISE PROTECTED PURSUANT TO AN AGREEMENT BETWEEN
THE OWNER OF THE PROPERTY AND THE TRUST.
(B) NOTHING IN THIS SUBTITLE MAY BE CONSTRUED TO LIMIT OR PROHIBIT
THE USE OF PRIVATELY OWNED LAND BY THE OWNER OF THE LAND OR BY A GUEST
OF THE OWNER, OR TO REQUIRE THE OWNER OR GUEST TO OBTAIN A PERMIT
FROM THE TRUST FOR EXCAVATION OR ANY OTHER ACTIVITY ON THE PRIVATELY
OWNED LAND.

(b) Unless the land is controlled by the State within the meaning of [§5-601(e)]
§ 5-601(F) of this subtitle, nothing in this subtitle shall be deemed to limit or prohibit the
use of privately owned land by the owner of such land, OR BY A GUEST OF THE OWNER,
or to require the owner OR GUEST to obtain a permit from the Trust for excavation or
any other activity on such privately owned land.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.

AN ACT concerning
Charles County - Office of the Sheriff
FOR the purpose of altering the number of members of the Board of Public Safety;
requiring the County Commissioners to specify by ordinance the powers and duties
of the Board of Public Safety; repealing provisions of law relating to the Medical
Examiner of Charles County, employment of administrative personnel, and the
appointment of Deputy Sheriffs; clarifying the acquisition and use of facilities for
the office of the Sheriff; providing for a certain position to be a certain rank on a
salary schedule; repealing certain provisions of law that conflict with the Law
Enforcement Officers' Bill of Rights; clarifying grounds for disciplinary actions;
specifying the manner in which vehicles of the office of the Sheriff are to be licensed
and registered; clarifying the appointment of special officers; repealing a provision
of law that prohibits certain employees from engaging in certain political activity;
