Ch. 393 1995 LAWS OF MARYLAND
(IV) FOR THE FISCAL YEAR THAT BEGINS JULY 1, 1999 AND FOR
EACH SUBSEQUENT FISCAL YEAR, AN AMOUNT EQUAL TO 20 18 PERCENT OF THE
STATE'S GENERAL FUND PER FULL TIME EQUIVALENT STUDENT APPROPRIATION
TO THE 4 YEAR PUBLIC INSTITUTIONS OF HIGHER EDUCATION IN THIS STATE FOR
THE PRECEDING YEAR;
(V) FOR THE FISCAL YEAR THAT BEGINS JULY 1. 2000. AN AMOUNT
EQUAL TO 18.5 PERCENT OF THE STATE'S GENERAL FUND PER FULL-TIME
EQUIVALENT STUDENT APPROPRIATION TO THE 4-YEAR PUBLIC INSTITUTIONS OF
HIGHER EDUCATION IN THIS STATE FOR THE PRECEDING YEAR;
(VI) FOR THE FISCAL YEAR THAT BEGINS JULY 1, 2001, AN AMOUNT
EQUAL TO 19 PERCENT OF THE STATE'S GENERAL FUND PER FULL-TIME
EQUIVALENT STUDENT APPROPRIATION TO THE 4-YEAR PUBLIC INSTITUTIONS OF
HIGHER EDUCATION IN THIS STATE FOR THE PRECEDING YEAR:
(VII) FOR THE FISCAL YEAR THAT BEGINS JULY 1, 2002, AN AMOUNT
EQUAL TO 19.5 PERCENT OF THE STATE'S GENERAL FUND PER FULL TIME
EQUIVALENT STUDENT APPROPRIATION TO THE 4-YEAR PUBLIC INSTITUTIONS OF
HIGHER EDUCATION IN THIS STATE FOR THE PRECEDING YEAR; AND
(VIII) FOR THE FISCAL YEAR THAT BEGINS JULY 1, 2003 AND FOR
EACH SUBSEQUENT FISCAL YEAR, AN AMOUNT EQUAL TO 20 PERCENT OF THE
STATE'S GENERAL FUND PER FULL TIME EQUIVALENT STUDENT APPROPRIATION
TO THE 4-YEAR PUBLIC INSTITUTIONS OF HIGHER EDUCATION IN THIS STATE FOR
THE PRECEDING YEAR.
(b) Full-time equivalent students enrolled in seminarian or theological programs
shall be excluded from the computation required by subsection (a) of this section.
(c) Payments of State general funds under Subtitlo 3 of this title shall bo exoluded
from the computation required by subsection (a) of this section:
(D) FULL TIME EQUIVALENT STUDENTS ENROLLED AT THE UNIVERSITY OF
MARYLAND UNIVERSITY COLLEGE WHOSE ATTENDANCE IS FUNDED PURSUANT TO
A UNITED STATES DEPARTMENT OF DEFENSE COMPETITVELY BID CONTRAST
SHALL BE EXCLUDED FROM THE COMPUTATION REQUIRED BY SUBSECTION (A) OF
THIS SECTION.
WHEREAS, It is essential if Maryland is to maintain and improve its competitive
position in the region and the world, that Maryland's workforce continue to be upgraded; and
WHEREAS, There are increasing numbers of nontraditional and part-time students in
Maryland who require accessible and moderate cost higher education in order to meet the
workforce demands of a changing economy; and
WHEREAS, University College, one of the constituent institutions in the University of
Maryland System, serves a unique role by providing a variety of education programs, including
scientific, technical, and management programs, to enhance students' career development
while providing Maryland employers a more skilled and productive workforce; and
