(8) The Commission shall report annually to the Governor and, subject to §
2-1312 of the State Government Article, to the General Assembly on the activities of the
Commission and shall provide the Secretary of Public Safety and Correctional Services
and the governing body of each county and municipality which has a correctional facility
with a copy of its report.

(b) The Commission consists of [seven ] EIGHT members. The Secretary, with the
approval of the Governor and advice and consent of the Senate, shall appoint the members
without regard to political affiliation. Each member shall be a resident of the State and shall
have training and experience in law, sociology, psychology, psychiatry, education, social work,
or criminology.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.

AN ACT concerning
Carroll Park Restoration Loan of 1993
FOR the purpose of amending Chapter 445 of the Acts of the General Assembly of 1993,
the Carroll Park Restoration Loan of 1993, to extend the time by which the Board
of Directors of the Carroll Park Restoration Foundation, Inc. shall provide a
matching fund.
BY repealing and reenacting, with amendments,
Chapter 445 of the Acts of the General Assembly of 1993

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Carroll Park
Restoration Loan of 1993 in the total principal amount equal to the lesser of (i) $300,000
or (ii) the amount of the matching fund provided in accordance with Section 1(5) below.
This loan shall be evidenced by the issuance, sale, and delivery of State general obligation
