Article - Education
16-609.

(a)     Except as provided in subsection (b) of this section or otherwise by law, all
employees of the College are in the classified service of the State Personnel Management
System.

(b)     All officers, faculty, and administrative employees of the College are in the
unclassified service of the State Personnel Management System.

(C) IF A CLASSIFIED SERVICE EMPLOYEE WAS EMPLOYED BY THE STATE
BEFORE JANUARY 1, 1991 IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 220
OF THE ACTS OF THE GENERAL ASSEMBLY OF 1990, THE EMPLOYEE'S YEARS OF
SERVICE AS AN EMPLOYEE OF BALTIMORE CITY SHALL BE TREATED AS YEARS OF
SERVICE WITH THE STATE IN DETERMINING:

(1) THE RATE AT WHICH THE EMPLOYEE IS ENTITLED TO ACCRUE
ANNUAL LEAVE; AND

(2) THE EMPLOYEE'S SENIORITY UNDER TITLE 9, SUBTITLE 5 OF THE
STATE PERSONNEL AND PENSIONS ARTICLE, RELATING TO LAYOFFS
IF A
CLASSIFIED SERVICE EMPLOYEE WAS EMPLOYED BY THE STATE IN ACCORDANCE
WITH SUBSECTION (A) OF THIS SECTION, BEGINNING JANUARY 1, 1996, THE
EMPLOYEE'S YEARS OF SERVICE AS AN EMPLOYEE OF BALTIMORE CITY SHALL BE
ADDED TO THE EMPLOYEE'S YEARS OF SERVICE WITH THE STATE FOR THE
PURPOSE OF DETERMINING:

(1) THE ANNUAL LEAVE ACCRUAL RATE PROVIDED IN § 7-303 OF THE
STATE PERSONNEL AND PENSIONS ARTICLE'

(2) SENIORITY UNDER TITLE 9, SUBTITLE 5 OF THE STATE PERSONNEL AND
PENSIONS ARTICLE, RELATING TO LAYOFFS; AND

(3) SENIORITY UNDER § 4-205(C) OF THE STATE PERSONNEL AND PENSIONS
ARTICLE, RELATING TO PROMOTIONS.

14-109.

(a) (4) "Program" means the Maryland [Vending Facilities] BUSINESS
ENTERPRISE Program for the Blind.

(b) There is a Maryland {Vending Facilities] BUSINESS ENTERPRISE Program for
the Blind in the Division.

SECTION 2. AND BE IT FURTHER ENACTED, That the amount of annual
leave to which an employee is entitled for the period of time from the date of employment
with th
e State to the effective date of this Act shall be recomputed to take into account
th
e employee's years of service with Baltimore City, as required by this Act. Any
additional annual leav
e to which an employee is entitled based on the recomputation shall
b
e credited to the employee in two increments, 50% on July 1, 1995, and 50% on January
