Ch. 162                                    1995 LAWS OF MARYLAND

Personnel the number and nature of complaints of violations of this Act, the results of its
inv
estigations, and actions taken against employees who violate this Act.

SECTION 7. AND BE IT FURTHER ENACTED, That, the Secretary of
Personn
el shall compile statistics based on the reports received under Section 6 of this
Act and, on January 15 of
each year, submit a report on violations of this Act to the
Senate Finance Committ
ee and House Appropriations Committee of the General
Ass
embly.

SECTION 3. AND BE IT FURTHER ENACTED, That, the Secretary of Personnel
shall develop a plan for the enforcement of this Act, whether administered by the Department
of Personnel or other agencies, and submit the plan to the Senate Finance Committee and the
House Appropriations Committee of the General Assembly on or before January 15, 1996.

SECTION 8. 3. 4. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health and
saf
ety, has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and shall take effect from the
dat
e it is enacted shall take effect October 1, 1995.

(Senate Bill 347)

AN ACT concerning

Citizenship Promotion Program

FOR the purpose of establishing a Citizenship Promotion Program in the Department of
Human Resources; authorizing the Department of Human Resources to adopt
regulations and policies to administer the Program; requiring State executive
departments and agencies to cooperate with the Department to implement the
Program; defining the purpose and activities of the Program; requiring authorizing
the Secretary of the Department of Human Resources to secure funding for the
Program from a certain source the State budget, subject to a certain limitation;
requiring the Department to submit an annual report to the Governor and the
General Assembly regarding the status of the Program; defining certain terms; and
generally relating to the establishment of the Citizenship Promotion Program.

Section 145 to be under the new subtitle "Citizenship Promotion Program"
