accordance with Sections 5-301 through 5-303 of the Education
Article. Notwithstanding the Board of Public Works' Rules,
Regulations, and Procedures for the Administration of the School
Construction Program prohibiting state funding of school design,
$3.400.000 of this authorization may only be used for planning
expenses related to Neighborhood Schools in Prince George's County.
Further provided that all other aspects of the Rules, Regulations, and
Procedures for the Administration of the School Construction Program
shall apply to the expenditure of the $3,400,000 for the Neighborhood
Schools in Prince George's County. Further provided the $3,400,000
authorization for Neighborhood Schools may not be expended until
Prince George's County provides a report to the budget committees
explaining:

(1)     the scope of the efforts to desegregate county schools;

(2)     how these funds will fulfill the desegregation goal; and

(3)     the potential fiscal impact of the program.

Funds may not be expended until the budget committees have reviewed
and commented on the report or 45 days have elapsed from the date
the report is received by the committees

(St. Mary's County)

(A) Charlotte Hall Veterans Home Phase IV Addition. Provide a
portion of the funds to design and construct the Phase IV addition
to the Charlotte Hall Veterans Home, contingent upon federal
funds being made available for this purpose, provided that funds
may only be expended for the design and construction of a 126 bed
unit built to the Domiciliary Care standard and that no funds may be
expended to provide facilities built to the Comprehensive Nursing Care
standard and that no funds may be expended for this facility to provide
apartments for couples, or permit nonveterans in the home
