Bank; authorizing a unit of State government with an independent personnel system
to allow its employees to participate in the State Employees' Leave Bank and to
donate leave to and receive donated leave from the other employees, including
those in other personnel systems; requiring the Secretary of Personnel to adopt
regulations governing donations to employees, including an employee in a unit with
an independent personnel system; allowing appeals from denials of use of leave
from the State Employees' Leave Bank; prohibiting certain coercive actions with
respect to an employee's rights under this Act; requiring certain units of State
government to submit certain reports to the Secretary of Personnel; and generally
relating to annual and sick leave donations and the State Employees' Leave Bank.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section(s) 7-510 of Article - State Personnel and Pensions of the
Annotated Code of Maryland be repealed,
SECTION 2. AND BE IT FURTHER ENACTED, That Section(s) 7-506 through
7-510 7-509, respectively, of Article - State Personnel and Pensions of the Annotated
Code of Maryland be renumbered to be Section(s) 7-507 through 7-511 7-510,
respectively.
