7-101.

(a) (1) Except as provided in paragraph (2) of this subsection, this section
applies to:                                                       

(i) all employees, including classified, unclassified, full-time,
part-time, permanent, temporary, and contractual employees, of all units in the executive
branch of State government; and

(ii) all classified service employees of the District Court of Maryland.

(2) Except as otherwise provided by law, this section applies to all
employees of any State institution of Higher education, including the University of
Maryland System, EXCEPT AND MORGAN STATE UNIVERSITY, but does not apply to
any other unit with an independent personnel system.

10-102.                                                                                                          

(b) This title does not apply to:

(1)     an elected State official;

(2)     an individual who is appointed by the Governor or whose appointment
requires the Governor's approval;

(3)     the Chief Deputy State Comptroller;

(4)     the Chief Deputy State Treasurer;

(5)     an attorney in the office of the Attorney General;

(6)     an attorney in the office of or engaged by the Public Defender;

(7)     an employee of the Department;               

(8)     a Maryland State Police officer;                                         

(9)     an employee who is subject to a collective bargaining agreement that
contains another grievance procedure;                                      

(10)   an individual who, as an inmate or patient in an institution; is employed
by this State;

(11)   a student employee;

(12)   an employee, including a member of a faculty, who is subject, to a
contract or regulations governing teacher tenure;

(13)   an employee of the University of Maryland System; . .

(14)  an employee of St. Mary's College of Maryland;                             .

(15)    [a member of the faculty, an executive staff member, or a professional
administrative staff member] AN EMPLOYEE of Morgan State University; or
