(7) ONE MEMBER FROM THE MARYLAND HIGHER EDUCATION
COMMISSION, APPOINTED BY THE GOVERNOR; AND
(8) TWO MEMBERS FROM THE PUBLIC AT LARGE, APPOINTED BY THE
GOVERNOR.
(C) (1) THE TERM OF A MEMBER IS 4 YEARS.
(2) AT THE END OF A TERM, A MEMBER CONTINUES TO SERVE UNTIL A
SUCCESSOR IS APPOINTED AND QUALIFIES.
(3) A MEMBER WHO IS APPOINTED AFTER A TERM HAS BEGUN SERVES
ONLY FOR THE REST OF THE TERM AND UNTIL A SUCCESSOR IS APPOINTED AND
QUALIFIES.
(D) THE GOVERNOR SHALL DESIGNATE THE CHAIRPERSON OF THE
COMMISSION FROM AMONG THE MEMBERS OF THE COMMISSION.
(E) THE OFFICE OF THE GOVERNOR SHALL PROVIDE STAFF TO THE TASK
FORCE.
(F) A MEMBER OF THE TASK FORCE MAY NOT RECEIVE COMPENSATION BUT
IS ENTITLED TO REIMBURSEMENT FOR EXPENSES UNDER THE STANDARD STATE
TRAVEL REGULATIONS, AS PROVIDED IN THE STATE BUDGET.
(G) THE COMMISSION SHALL:
(1) OVERSEE AND SUPERVISE FOUR SEPARATE AND DISTINCT
SUBCOMMITTEES DEVOTED TO SOLVING PROBLEMS AND ADVANCING
RECOMMENDATIONS EXCLUSIVELY PERTINENT TO BLACK MALES IN THE AREAS OF:
(I) UNEMPLOYMENT;
(II) CRIMINAL JUSTICE;
(III) EDUCATION; AND
(IV) HEALTH;
(2) CONDUCT RESEARCH TO DETERMINE THE NATURE AND EXTENT OF
THE PROBLEMS CONCERNING BLACK MALES IN THE AREAS PROVIDED FOR IN
PARAGRAPH (1) OF THIS SUBSECTION;
(3) HOLD PUBLIC HEARINGS FOR THE PURPOSES OF COLLECTING DATA;
(4) IDENTIFY EXISTING STATE, FEDERAL AND LOCAL PROGRAMS THAT
ADDRESS PROBLEMS AND SOLUTIONS RELEVANT TO THE AREAS PROVIDED FOR IN
PARAGRAPH (1) OF THIS SUBSECTION;
(5) DEVELOP AND IMPLEMENT COMMUNITY EDUCATION AND PUBLIC
AWARENESS PROGRAMS ESPECIALLY DESIGNED FOR BLACK MALES;
(6) IMPLEMENT APPROPRIATE NEW PROGRAMS, DEMONSTRATION
PROJECTS, OR BOTH; AND
