WILLIAM DONALD SCHAEFER, Governor                         Ch. 204

Fund for the use of the Department of Transportation $1,750,000 on a monthly basis
beginning in July 1995 and continuing through June 1997.

SECTION 9. AND BE IT FURTHER ENACTED, That, for fiscal years 1997 and
1998, the Governor shall include an appropriation of $21,000,000 in each fiscal year from
General Fund revenues to the Transportation Trust Fund for the use of the Department of
Transportation. The Comptroller shall distribute to the Transportation Trust Fund $1,750,000
on a monthly basis beginning in July 1996 and continuing through June 1998 to effect the
transfer of these funds.

SECTION 10. AND BE IT FURTHER ENACTED, That, for fiscal year 1991,
notwithstanding any other provision of law and unle
ss provided otherwise by separate
legislation passed at the 1993 Session of the General Assembly:

(a) Except as provided in subsection (b) of this section, salaries of State
employees that are determined with reference to the salaries of Baltimore City or county
employees who perform the same or similar tasks may not be greater than those in effect
on June 30, 1993; and

(b) Teachers, librarians, and administrators who are employed in educational
programs within correctional institutions under Title 22, Subtitle 1 of the Education
Article shall have their employment status changed from a 10 month to 12 month per
year basis with a proportional increase in pay.

SECTION 11. AND BE IT FURTHER ENACTED, That, for fiscal year 1991,
notwithstanding any other provision of law, the Governor may transfer up to $1,355,000
based on revised cost estimates from budget program 36.01.02.07 (Students with
Disabiliti
es) by approved budget amendment to restore the employment status of
teachers, librarians, and administrators employed in educational program
s in correctional
institutions under Title 22, Subtitle 1 of the Education Article from a 10 month to
12 month per year basis as provided in the Fiscal Year 1994 Budget Bill.

SECTION 12. AND BE IT FURTHER ENACTED, That, beginning in fiscal year
1995, notwithstanding any other provision of law and unless provided otherwise by
separate legislation passed at the 1993 Session of the G
eneral Assembly, for teachers,
librarians, and administrators employed in educational programs in institutions specified
in § 6-303 of the Education Article and in educational programs in institutions in th
e
Department of Juvenile Services, funds shall be provided in the State budget to restore
the employment status of any of these positions from a 10 month to 12 month per year
basis and to provide mon
eys to support a statewide pay plan as specified in the Fiscal
Year 1991 Budg
et Bill.

SECTION 10. AND BE IT FURTHER ENACTED, That, for fiscal year 1994,
notwithstanding any other provision of law and except as provided otherwise by other
provisions of this Act, salaries of State employees that are determined with reference to the
salaries of Baltimore City or county employees who perform the same or similar tasks may not
be greater than those in effect on June 30, 1993.

SECTION 11. AND BE IT FURTHER ENACTED, That, for fiscal year 1994,

notwithstanding any other provision of law and contingent on the taking effect of Chapter

(S.B. 789) of the Acts of the General Assembly of 1993 providing for a single
