(c)  Reports relating to practitioners of medicine shall be
filed with the [Commission on Medical Discipline] STATE BOARD OF
PHYSICIAN QUALITY ASSURANCE, and reports relating to hospitals,
nurses, dentists, podiatrists, optometrists, or chiropractors
shall be filed with the appropriate licensing board for these
health care providers.

(d)  The reports filed in accordance with this section shall
be treated as confidential records under § 10-624(c) of the State
Government Article. Reports relating to physicians shall be
released to the [State Board of Medical Examiners] STATE BOARD OF
PHYSICIAN QUALITY ASSURANCE; reports relating to hospitals shall
be released to the Department of Health and Mental Hygiene; and
reports relating to nurses, dentists, podiatrists, optometrists,
and chiropractors shall be released to the appropriate licensing
board for such health providers.

created the State Board of Physician Quality

(a) Any group contract that is issued on an expense
incurred basis, including one issued by a nonprofit health
service plan, shall provide at least the following minimum
benefits for the treatment of alcoholism and drug abuse in any
calendar or policy year:

(2)  30 days care for the treatment of drug abuse,
alcohol abuse, or alcoholism, in an alcohol [or] AND drug abuse
facility licensed by the Department of Health and Mental Hygiene;
and

(3)  30 outpatient visits at a certified alcoholism
[or] AND drug abuse treatment facility. Unless greater benefits
are provided by the contract, the benefits for outpatient visits
