AN ACT to propose an amendment to Article IV, Administrative
Organization, of the Harford County Charter, as amended, by
repealing and reenacting, with amendments, Subsection (a) of
Section 407, Department of Public Works; to require that the
Director of Public Works be a licensed, registered professional
engineer; and to require the submission of this amendment to the
legally qualified voters of Harford County for their adoption or
rejection, in accordance with Section 905 of the Harford County
Charter.

AN ACT to propose amendments to Article V, Budget and
Finance, of the Harford County Charter, as amended, by repealing
and reenacting, with amendments, Section 517, Supplementary
Appropriations, and Section 521, Restrictions on Capital
Projects; Amendment to Capital Budget After Adoption of Budget;
to authorize the County Council, under certain conditions, to
make supplementary appropriations for the current expense budget
and the capital budget, if the county has received revenues in
excess of budget estimates from anticipated sources, or if the
county has received revenues from unanticipated sources; to
require the submission of this amendment to the legally qualified
voters of Harford County for their adoption or rejection, in
accordance with Section 905 of the Harford County Charter; and
generally relating to supplementary appropriations.

Effective Date December 8, 1988.

AN ACT to propose an amendment to Article VIII, General
Provisions, of the Harford County Charter, as amended, by
repealing and reenacting, with amendments, Section 805,
Additional Compensation; to prohibit a county officer or employee
who is compensated by salary from receiving any additional salary
for serving as an ex officio member of any county board,
commission, or agency; and to require the submission of this
amendment to the legally qualified voters of Harford County for
