EXECUTIVE ORDER OF DECEMBER 20, 1988

DECEMBER 1988 COMMUTATIONS OF INMATES
WITHIN THE DIVISION OF CORRECTION

WHEREAS, Each of the inmates listed on the attachment to this
Executive Order was convicted in this State by a court of
competent jurisdiction and has served a substantial portion
of the sentence imposed;

WHEREAS, Each of the inmates is sentenced to and is in the
custody of the Commissioner of Correction;

WHEREAS, The Commissioner of Correction and the Maryland Parole
Commission have reviewed and recommended the commutations of
sentences of the inmates sentenced in the Division of
Correction; and

WHEREAS, Assurances have been received from the Commissioner of
Correction and the Maryland Parole Commission that:

A.  No detainers have been filed against any of these
prisoners listed on the attachment to this Executive Order
except for fines or for traffic or non-support.

B.  None of these inmates have been convicted of escape,
attempted escape, or any sex offense;

C.  All of these inmates have completed extensive
educational programs and participated in work release.

D.  The sentence of incarceration of each inmate listed on
the attachment to this Executive Order will expire between
December 28, 1988 and February 29, 1989.

E.  Assurances have been received that each of the inmates
on the attachment to this Executive Order can be released
without danger to the public safety; and

WHEREAS, Having carefully considered the recommendations of the
Commissioner of Correction and the Maryland Parole
Commission which have been made to me;
