EXECUTIVE ORDER OF JUNE 6, 1988

TRANSITION TEAM FOR HIGHER EDUCATION

WHEREAS, The Administration Action Plan for Higher Education

1988, recently signed into law as Chapter 246 of the Acts of
the General Assembly of 1988, makes dramatic changes in the
coordination and governance of higher education in Maryland;
and

WHEREAS, Among those changes is the creation of a new Maryland
Higher Education Commission in place of the State Board for
Higher Education as the State's coordinating entity for all
segments of higher education, and the merger of the Board of
Regents of the University of Maryland and the Board of
Trustees for State Universities and Colleges into the new
Board of Regents of the University of Maryland System, the
governing body for the largest portion of the public higher
education in Maryland; and

WHEREAS, Chapter 246 sets the stage for Maryland to move to the

top rank of states in higher education by its reordering of

powers, consolidation and delegation of responsibility, and
infusion of funds; and

WHEREAS, While Chapter 246 provides the statutory framework and
the opportunity for the higher education community to
achieve true excellence at all levels, it will be the
individuals who are appointed to the new Maryland Higher
Education Commission and the new Board of Regents who will
be called upon to implement this legislation and make it
successful; and

WHEREAS, It is extremely important that the individuals appointed
to the Commission and the Board be the most qualified and
capable citizens, well-representative of the State, and that
they be dedicated to the goals set forth in Chapter 246; and

WHEREAS, To assure that individuals of this caliber are selected,
and to provide necessary advice, assistance, and guidance, a
Transition Team for Higher Education is to appointed;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY PROCLAIM THE
FOLLOWING EXECUTIVE ORDER:

A.  The Transition Team. There is a Governor's Transition
Team for Higher Education.

B.  Membership and Procedures.
