Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1064.
This bill prohibits nonprofit health insurance policies and
service plans, health insurance policies, and group or blanket
health insurance policies from containing nonduplication
provisions or provisions which coordinate coverage with an
intensive care policy.
Senate Bill 456, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same general
purpose. Therefore, it is not necessary for me to sign House
Bill 1064.

AN ACT concerning
Health Insurance - Nonduplication and Coordination Provisions
and Reimbursement for Pharmaceutical Products
FOR the purpose of prohibiting a nonprofit health service plan,
health insurance policy, or group or blanket health
insurance policy from containing nonduplication provisions
or requiring the coordination of coverage with certain
limited benefit hospital indemnity intensive care policies
or provisions to coordinate coverage with certain individual
hospital benefit policies; defining a certain term;
prohibiting any group on individual health insurance policy
issued by an insurer on nonprofit health service plan that
provides hospital, medical, or surgical benefits and that
provides reimbursement for pharmaceutical products from
establishing the amount of reimbursement on the basis of the
identity, practicing specialty, or occupation of the
authorized prescriber; and defining certain terms; and
generally relating to health insurance policies.
