(b) The transfer tax does not apply to the first [$25,000]
$30,000 of the consideration payable for an instrument of writing
for residentially improved owner-occupied real property, provided
that the instrument of writing is accompanied by a statement
under oath signed by the grantee that the residence will be
occupied by the grantee.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning
Striped Bass or Rockfish and Hybrids - Raising in Aquaculture
and Selling in Maryland
FOR the purpose of authorizing the State Department of
Agriculture to have the primary authority to control the
operations of nontidal aquaculture enterprises adding
members to the Aquaculture Advisory Committee; assigning
certain responsibilities to the University of Maryland;
exempting from certain provisions of the law finfish that
are bred or raised in nontidal aquaculture operations in
certain circumstances; allowing a person to sell in the
State, subject to certain regulations, striped bass or
rockfish or hybrids thereof that are raised in nontidal
aquaculture enterprises by a certain date; allowing a person
to purchase striped bass or rockfish or hybrids thereof from
certain sources by a certain date; allowing certain persons
who have a restaurant on the premises of the aquaculture
enterprise to sell in the restaurant, subject to certain
regulations, striped bass or rockfish or hybrids thereof
that are raised in the aquaculture enterprise; prohibiting
the retail sale of striped bass or rockfish or hybrids
thereof on the premises of the aquaculture enterprise;
requiring the State Department of Agriculture and the
Department of Natural Resources to adopt certain regulations
that provide for certain documentation on the sale of
striped bass or rockfish or hybrids thereof; providing that
the moratoriums of the Secretary of Natural Resources on the
