(V) THE SECRETARY SHALL ADOPT REGULATIONS TO
IMPLEMENT THE PROVISIONS OF THIS PARAGRAPH.
(b) (1) A certified or abridged copy of a birth certificate
may be issued only:
(i) On order of a court of competent
jurisdiction;
(ii) On request of the individual to whom the
record relates; or
(iii) On request of a parent, guardian, or
other authorized representative of the individual.
(2) A certified or abridged copy of a birth
certificate may contain only the personal information that
appears on the birth certificate and may not include any
confidential medical information that appears on the birth
certificate.
(3) Birth certificate information may not be given if
it is to be used for commercial solicitation on private gain.
Article 49D - Office for Children and Youth
4A.
(a) There is a Children's Trust Fund.
(b) In addition to any federal funds or any funds provided
in the State budget, any grant or gift to the State to or for the
use of the Children's Trust Fund shall be credited to the
Children's Trust Fund to be used for the purposes stated in this
section.
(c) The Office for Children and Youth may expend a gift to
the State to or for the use of the Children's Trust Fund only in
the manner and for the purposes stated in this section.
(D) THE DIRECTOR OF THE OFFICE FOR CHILDREN AND YOUTH SHALL
EXPEND THE FEES REMITTED BY THE DEPARTMENT OF HEALTH AND MENTAL
HYGIENE FUNDS COLLECTED UNDER § 4-127 4—217(A)(2) OF THE HEALTH -
GENERAL ARTICLE FOR THE USE OF THE CHILDREN'S TRUST FUND AS
APPROPRIATED IN THE ANNUAL STATE BUDGET AND ONLY IN THE MANNER
AND FOR THE PURPOSES STATED IN THIS SECTION.
[(d)] (E) (1) The Director of the Office for Children and
Youth shall use the funds within the Children's Trust Fund:
(i) To provide grants for developing,
assisting, implementing, or evaluating innovative child abuse and
neglect prevention, treatment, or education programs; and
