SECTION 4. AND BE IT FURTHER ENACTED, That Section 2 of
this Act shall take effect October 1, 1989, contingent on the

taking effect of Chapter ___ (S.B. 1) of the Acts of the General

Assembly of 1989. However, if Chapter ___ does not become

effective, then Section 2 of this Act shall not take effect and
shall be null and void without the necessity of further action by
the General Assembly.

license may fish by use of a dip net only from January 1 through
April 15 only in the following nontidal waters:
